Help with papal medal - John XXIII

Can anyone help me identify this? My friend owns this and wants to know value and metal content. I am guessing it is common, but have no clue. I will also post in the World coins forum. Diameter is about 2 inches.

Its a private souvenir issue (not from the Vatican) , some sort of white medal. I don't think its silver since there is no hallmark. Maybe worth $8-12. You can find similar examples on ebay fairly often.
