What exactly is a presidential review,do you upgrade or downgrade coins,do you buy them I have been given different answers fromPCGS.Please advise BFB

    In Presidential Review for $20 you get me to look at your coin, talk to the graders, and theen write you a short note explaining our grade. Sometimes the coins upgrade.
