Contents of Submitted Packages

David - This came up on a thread in the US Coin Forum: How does PCGS protect itself from some "fraudster" sending a package with a submission form listing say, 10 $20 Saints, but only having 8 in the package? Is this a "his word versus our word" situation? Videotaping the opening of the package was being talked about in the thread.
