Impact of Uncertainty on Grading vs. Bagging

Mr. Hall,

What degree of “certainty” (or perhaps “confidence” is a better term) is required to grade a toned coin. Lets say the graders have lingering doubts about toning on a coin. All agree that it could be and most probably is NT but they are less than 100% certain, and all agree that it could have been enhanced in some way, though none are convinced that it has been messed with. Would they proceed to certify it as if they were certain or confident the toning was NT, or would they nock a point or two off the grade to reflect their level of uncertainty, or would they bag it for questionable toning since they have some level of uncertainty and are therefore not 100% confident?

    The guiding concept on artifical toning (and many other no-grades) is "clear and convincing evidence." If a grader is fairly certain the coin is AT he will not grade it. If he's just "sort of suspicious he'll put a grade on it.
