What the hell is "Graded Quality?"

Why do sellers add this in? Even cards that are graded 1 or 2 which are slabbed are graded quality.
That bugs me.

I got a good one for you. There is a guy who has been advertising in SCD since the beginning of time and his tagline is: cards so clean you can eat off them!
