Silver 1 OZ. Panda's ; NGC Pops ??

A seller on ebay stated that most of the 1983,84,and 1985 silver Panda's were still in China .
But when I checked the NGC populations , I found that ,by their numbers - they have graded nearly
the ENTIRE mintages for those three years.....with the highest pop's being MS-70 !!
Am I to believe that ALL Chinese silver 1 oz. Panda's for the first three years of production
reside in NGC holders ?? And if so , they are owned by people living in China ??
