Which CC Morgan would carry more premium if...

I have the opportunity to buy an ANACS certified MS65/65 1884-CC Morgan in the original GSA holder with photo certificate and sticker.
I think I am going to buy it, but would it be worth more in that original GSA holder with the MS65/65 sticker and photo certificate or in a PCGS holder?

Is the coin a true 65? If you don't care about the plastic buy the nicest 65 you can find regardless of TPGS.

If it is the one on Ebay closing today, It looks like an MS-64 at best. Those photo certs were done in the day when MS-65 spanned grades from today's MS-64 to MS-66. At over $400, it looks overpriced at this point.
