It's impossible to render an opinion from that picture.
With that in mind, consider the fact that the auction companies have a submission conduit to PCGS where many coins are submitted prior to auction for crossover. I feel it prudent to always assume that an auction coin has been in for crossover at least once unless you know for a fact differently.
Not sure I buy the crossover comment about auction coins. And even if they do get looked at, PCGS only crosses the most no-brainer and most PQ the first time around. So whether they were looked at and not crossed makes zero difference to me. I'd prefer that they were looked at and not crossed. Better chance of picking up some nice NGC coins even cheaper.
My advice is to send the coin in raw. I have sent many coins in for crossover, slabbed. They did not cross. I then cracked them ouy and they received the same grade, or a higher grade ( NGC ) and other slabs. However, I must admit that I have had more than a few that received a lower grade.
