Can anyone suggest a relatively inexpensive magnifier/magnifying glass for inspecting cards before submitting ??

Any 10x jewelers loupe should work just fine provided that it's lighted. There are usually plenty of them on the 'bay at any given time, and they usually cost around 10-15 dollars.
