Krause lists two proofs for 1983, proof and proof FDC. What is the FDC?

I think it's a European thing abbreviating "fleur de coin" which is thier way of saying "near perfect".

He's right. FDC= Fleur De Coin.
Now, what the difference between a proof and a "proof FDC" is in this case, I couldn't tell you.
In some countries FDC coins are issued in special sets, so maybe it has something to do with the packaging?
