The cheerios dollars are very different compared to any other Sacagawea Dollar. Millenium, Burnished, Goodacre etc. The Cheerios Sac's were the first coins struck before any other Sacagaweas were even struck for the mint or circulation.
After the Cheerios Dollar they had time to change the design. They polished the veins in the feathers for longer lasting die life. The Cheerios Sac's have raised veins in the feathers and better detail. Also it had the center vein in high relief. All non cheerios have the center vein incused.
Mint Engraver Tom Rogers, who created the Sacagawea reverse design, told me that the detailing of the tail feathers was removed for the express purpose of making said tail feathers look more white, as on a real live eagle. The texturing made them look too dark.
The three doen or so 22kt gold strikings and the 5500 or so Cheerios dollars were struck before this design change was made.
