eBay non-paying bidder strike

I sold a coin on eBay which the buyer has not paid for. I filed an unpaid item complaint and now I have a question. If he doesn't respond within seven days, and I close the dispute and give him an unpaid item strike, can he still leave feedback for the transaction? Thanks!
I heard they were making a French version of Medal of Honor. I wonder how many hotkeys it'll have for "surrender."

This system needs some modifications but I do not agree with this statement. Certain times retaliatory feedback is necessary.
Let me explain.
I won an item. The eBay posted rules say that the seller and buyer should contact eachother within 3 days. I attempted to contact the seeler 5 times for 2 weeks after winning the item. No replies.
Finally around Day 16 I get an email from the guy. No explanation. Just an email with the total I owe for the item (it was a Morgan dollar I think). I emailed him back and said I found the same Morgan somewhere else already and that I tried to contact him multiple times over 2 weeks with no success.
He replied with another email giving me the total owed for the coin.
Naturally I just went ahead and began ignoring him since I could not get him to talk to me at all.
About a week later (almost 1 month after I won the item) he left me a negative feedback stating something like "refused to pay for item."
To this day that is the only negative I have ever received. I had no choice but to leave him a negative right back.
Retaliatory? You bet. Did he deserve it? You bet.
Sometimes you have to fight fire with fire.
