Why were 1902, 1903, and 1904 $10 eagles fully polished in the die, thereby not creating cameo proof

Here is an excerpt from an auction lot in ANR's Old Colony auction. Does anyone know why dies were polished differently in 1902-1904?

1904 Proof-62 Cameo (NGC).

A brilliant specimen, very attractive. Although this is certified "cameo," in our opinion it is anything but, as the portrait was polished in the die on this year (also in 1902 and 1903). However, that may be besides the point. The visual appeal is very pleasing, and all told this is one of the nicest eagles of any date we have seen with a Proof-62 label. It is amazing how quality can be different from one coin to another. This piece is certainly "high end."
