Submit under 1 or 2 coins?

I'm considering getting this reslabbed:

I'm almost sure that this is two pieces bonded together. If I want to reslab it, Do I list it as 2 coins, and also pay grading fees for 2 coins, or would that count as one coin? Any help is appreciated image
