Price Volatility??

According to the Red Book, commemoratives are a series that has experienced a rollercoaster of pricing volatility over the last 20 years or so. Since I haven't collected coins that long, I'm curious if this is true and if other series have more or less volatility.

Who's been collecting long enough to have experienced wild ups and downs in the coin market and which series have the most or least volatility?

I'm buying a 1939 Oregon set in MS-67 ( ++ ) which is raw but soon to be in plastic that the owner paid around 10K for back in 1987.
