Can anyone tell me about this SBA planchet??

Pics. are attached. What is this just a blank planchet or an adjustment strike? Whats the value?

    I don't see anything on the one side you photgraphed to make me think that planchet ever met the business end of a die. The areas of highest relief will obviously show up first, so examine it closely at the very center and at the edges for signs of a strike.
