According to Breen, the same dies were used for both the Proofs and Business Strikes.

How then do the grading services make the distinction?

Sometimes it's real tough with these extremely low mintage coins.
Bear in mind though, that the Proofs were struck twice, and will have square rims, as well as having the detail brought up sharp because of the second hit.
