Look at the condition of that planchet. Copper nickel clad is very difficult to strike and many of those marks would have remained even on a very strong strike.
The coin was probably found in a mint bag and never circulated. The black planchet is considerablely bag marked as one would expect, all that banging around against other blanks and other dollars in a bag. But if the mint luster is fully intact then there would be no other grade to call it the lowest possible mint state grade, ie MS60.
