"Review" service..is it worthwhile?

I'm sure it's happened to all of us at one time or another: you send in some cards for grading, and are miserably disappointed when they come back, and you get 5's, when you just KNEW the cards were worthy of 7's (or a couple of grades higher than whatever they received). And by the time the grades are posted on the web site, and you discover them, you try and call someone at PSA, and it's too late--the cards have already been shipped out. So now your options seem to be: 1) live with it 2) break them out and send them back in again, hoping for better results, or 3) send them back for "review". When i called the other day to inquire about this service, i was told that cards sent in for this service actually go to Joe Orlando himself, for the final "say" on the grade. Supposedly when you use the Review service, the graders at least give an explanation as to WHY the card received the grade it did. In my VERY limited experience in using this service, the card comes back in the same holder, without having gotten upgraded, and there might be a little yellow stick-on paper with a note scribbled on it saying "corners", or "centering", or a brief one-or two word "explanation (?)" as to why the card wasn't graded higher.
Has anyone used this Review service, and actually had the cards taken out of the holders, and UPgraded, and placed in new holders? Is there some "secret" to success on this? Or is there some person there that actually will take the time to give the card a FAIR appraisal? I just can't believe for one moment that Joe Orlando actually DOES look at every card that comes in for Review--he'd be too busy for that.
