Jim Zorn PSA Question Grading

Hi, being new to getting cards graded, I'll go once again to the experts. I sent in three 1977 Topps Jim Zorn rookies to ge graded. Two came back graded (7's). However, one came back in a card saver one with this sticker on it: MINISIZERQ. What does that mean? It can't be size, since all3 seem to be exactly the same size to me. Also, does PSA refund your grading fee when they don't grade something? If they do, I didn't see anything in the box. Thanks.

    Didn't meet minimum size requirements just means that the card was a little small.
    Sometimes you can resubmit the same card and it will come back graded, and sometimes it wil come back ungraded again.

    Cards can look the same size to the naked eye, but when you actually measure them, there are natural variations.
    In a couple of weeks you should get a voucher for a free grading.
