Question about declared values/level of submission

I want to submit a 1955 Topps Koufax rookie for grading. IMO, it is a solid EX-MT card, (which means likely EX grade for me), but maybe on a good day, cross-my-fingers, a NM PSA 7. SMR on EX-MT is below $500, NM is well above...
So am I OK submitting this under the set reg special $12 for cards valued under $500? Any one have experience submitting this card?
I just have a suspicion that PSA will claim I need to submit at a higher level just because it is the Koufax rookie and in good condition.
I also worry (of course not very seriously) that the grader will see my declared value of $450 and say "well this guy's clearly trying to sneak it through the lower priced submission level. Although this is a low end 7, if it's a 6 he wants, a 6 he'll get!"
