quality control on proof sets?

have bought a few 2000 proof sets looking for some nice sacs, and came across a set where the reverse of the lincoln cent has a circular area of zinc showing through, i assume a defective planchet. would have thought this would have been caught by the mint, but it was not. would there be a premium on this set?
