Mike are you bewildered that the first 24-S was in an NGC XF-40 holder, and this one isn't?
Reverse is better. Tail shows on the hip.
On the basis of overall wear, I'd give this coin a VF-35.
It also depends when it was slabbed.

I agree completely with this statement. These threads are doing a bang-up job of illustrating the difference between weak strikes and wear. The reverse of this coin, with a strong strike but more wear, looks almost identical to the reverse of the XF40 coin.
I called the last one a VF 25 because I was fooled by the strike quality. This one I know is weak due to wear, so I'll go with VF25 again.

I'd also like to add thanks to all the people who have been taking the time to explain/comment their guesses, I stink at grading buffalos (see the other 24-s post for example) and I have learned a few things today with these posts.
As I mentioned I stink at grading buffalos so I'm guessing based on horn and my own limited experience with the series.
I STINK at grading Buffs.........and it's my main collection.

I say PCGS F15
But we will never know because it would not be worth as much in PCGS plastic.

with pics that good it makes it maybe easier to see the surfaces,if only in 2D,
but try holding your loupe to your face and swaying around trying to get just the right light reflection etc...
and its a tough enough series to grade to top it off.
this is the way to grade those buffs.
