Do the votes have to be in at a certain time for MVP, ROY, Cy Young, etc? Is it before the postseason begins or do voters take the postseason into consideration?
Yes, voting is definitely completed before the post-season begins.

Peralta played in 77 games in 2003, so he wasn't eligible for ROY honors. Choosing between Street and Cano was tough, but I might have gone with Cano. As far as MVP, I'm thinking 1-Ortiz, 2-Arod and 1-Pujols, 2-A. Jones. NL Cy 1-Willis, 2-Carpenter, 3-Clemens. Actually I think Andruw Jones and Carpenter will win the awards, both they wouldn't get my first-place vote.
