What is your definition of "consistency" in context of grading?

Here's how I define consistency:
If a TPG coin can be cracked out of its holder and resubmitted to the same TPG for grading, it will come back at the same grade.
Having said that, in my own experience (over the last 12 months, for instance) PCGS has been very inconsistent (in context of my own/personal definition above). Most coins come back graded lower or higher, but very-very-very few come back at the same grade. And on a resubmission the grades are different yet once again. The only thing that is consistent is that the grades are consistently different.
Often people refer to PCGS as being consistent in their grading. This begs the question (at least in my mind, anyway) of how do you define consistency? So, I thought I'd put this out there....how do you define consistency?

when i look at a coin in a pcgs/ngc/anx holder
if i like the coin and it is a tleast solid for the grade and better if it is undergraded to my minds eye aND IT has great eye appeal and extra special extraordinary qualities about it
and it is priced as a value opportunity coin in my minds eye with a reason to rise in demand and also has a good history and story behind it and is also a SCARCE COIN something unusual that you do not see every day
then this is a michael coin and this is my consistancy as if i was buying coins this is the coin i would buy
the above is what i look for in a coin this is my consistancy factor they all got to be consistant as per the above in a holder
others i really do not care about and are pass coins to me in my minds eye
it is all academic to me as i will only consider coins if i was buying that are michael consistant coins as per my own standards
but i am a collector
the largest cryers on these boards cry for grades as they want to buy something cheap and then get a coin slabbed with plastic and tags that then they can sell for a huge profit to some sucker
