Need ebay advice

I bought an american silver eagle on ebay a few weeks ago, when I recieved it, it had rust looking toning on the obverse, very unattractive. The seller didnt list it as having any toning, and from the picture it looked perfect because of the lighting. He said I could return it within two weeks and I would get a full refund. I sent it back and then I recieved an email saying it didnt have the certificate of authenticity with it, when I clearly place the certificate back where he had it when it was sent to me. He wont refund my money, and I'm not sure what to do... I did not use paypal, as I have been ripped off by them before too... I think I'm done buying coins on Ebay! Someone help!!!

it is free or next to free to get another one because so many of them get graded rendering
the coa and box useless.
the seller does seem to have you over a barrel though and i'm not sure how to approach it.
You may ask him to return the coin to you without the alleged missing coa, at least you would
have the consolation of the coin.
one more thing, i'm nobody but do some buying and selling on ebay. There are a lot of people who
are on there who are honest and ethical, we far outnumber the crooks.
Just like any dealings, you have to be careful who your doing business with, sometimes the bad element is
hard to spot behind a monitor, but they will eventually tip their hand.

Notice he said we have, we don't, so it seems he sells coins with this other guy quite often so I'm not sure if his username will be very helpful, if his friend doesn't have a problem with sending off unattractivly toned coins either.
It was a 1986 proof. I think I may get one from Heritage, they had one pretty cheep

If he does not send the coin back file a dispute with Ebay. If you have proof the returned coin was received by the seller, Ebay should give you some relief, as it looks like the seller is well-established and should be around for a while.

Reach down, grab hold and give him the negative. If he retaliates, respond to it and drive on. When you roll over, you screw everybody else.
Ie....person A says "no refund without COA". Person B sees returned coin and request for refund and does so. (or, disagreed with what person A said/did).
That, or the person isn't all there (mentally) and just be happy you are restituted
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment
