Yes they are if you leave them in the mint packaging. One of the souveneir set years commands a very nice premium .... I forget what year though. Look on ebay and you'll find all of the answers
It can be tough to sell the '79 and '80 dates. The '81 does bring a substantial premium because it's a very scarce date. You can find dozens of the other dates for each '81 you find. Additionally the '81 dollars are all relatively low mintage with the lion's share appearing only in the regular mint sets. There were a few released also in bags and for sale to dealers in later years. These latter were all overruns of mint set production and returned mint sets.

Oops. If they really are '89 and '90 they are 5 piece sets and do carry a small premium. These are not the same quality as regular mint set and contain the output of a single mint. They were made starting in '71 or '72 through 1998 and most were sold at their respective mint. None are common except the '87's.

That's sure what I thought. SBAs were minted in '79, '80, '81, and '99 only. The 81s were only available in Mint sets.
