1999 P Brown Georgia State Quarter

Is there a value to a 1999-P Georgia State Quarter that is completely Brown and in excellent condition? I'm guessing it is part of a minted experimental planchet that is in circulation.

    I've never heard of such an experimental planchet.

    The only brown quarters I can think of are those that were struck on a clad planchet with the outer layers peeled off, leaving only the copper core.
