PCGS Presidential review...how it works?

I have 2 coins I would like to have reviewed. I see on the CC submission forms it's $20 a coin. A few questions... Is this service for numerical grades only or does this service also include the "superlatives" (FS, FBL, FB etc) which are not listed on the original holder. And to follow up, if the coin(s) do not meet the "superlatives" will there be a note as to why not?

    How it works is you send the coins along with some money and they send you back a note telling you the coin was correctly graded.
