American Pacific Mint?

A friend of mine showed me a picture of a coin he has that has American Pacific Mint and the year 1983 with a Morgan Dollar obverse. On the reverse it has a picture of a scale and the words "One Troy Ounce" & "Silver Trade Unit". Anyone know what this is?
