It's no secret that very early (i.e. flowing hair and draped bust) coinage get a LOT more leeway with respect to being slabbed with problems than other coins.
I've actually seen much worse early stuff slabbed in "first world" holders.
I know it's a Heritage pic, but the color of it does make the coin appear to have been cleaned looong ago. It's gotten some nice crust since then. As far as the grade, I don't think it's too terribly overgraded. It's definitely a VF, but 30 may be just a bit high.

Maybe a long, long, long time ago. The fields do look lighter but I think its becuase its easier to wear down there during circulation.
