Guess the Peace VAM - 1925-P with Shortened Rays

Truth is... I don't know the VAM. I thought it was a VAM 14 because of the shortened rays on the eagle's back, but it doesn't have the shortened ray below the tail feathers. I noticed some die scratches near IN GOD that seem to match the photo for the VAM 1D. I don't think the 1D has die polishing on the reverse to remove a clash. Any ideas?
It has some PVC on the reverse and will be getting an acetone bath.
