Has anyone here ever seen this before or bought in bulk like this? Ebay link

Yes. Where I work our coin shipments come in those boxes with the holes. The rolls are paper wrapped. That's the way Loomis Fargo ships them. Brinks ships in boxes without holes that are taped. Brinks' rolls are plastic shrink wrapped.

The mint was selling these for 35 per roll.

I have 5 rolls of 2000-d, that i can't bring myself to spend, but hate don't like having $125- 175 tied up not appreciating.

That looks like an original US Mint box with their logo

For 2000 and 2001 they are pretty common that way. I think I have a box of 2001-P's that are in one of those boxes with the US Mint paper wrapping and I didn't have to pay anything extra for it. After 2001 you could only buy Sacs directly from the mint and the US Mint paper wrapped rolls bring a premium.
