OC qualifier on 1954 Topps

How do you check top/bottom centering on '54 Topps baseball? When does it reach the point of OC?

    Since no one is offering an answer, I'll offer speculation, since I don't actually know. image

    I assume with this issue perfect centering is when the bottom border is the same width as the side borders with 50/50 L-R, so I would guess that T-B centering is measured by comparing bottom to L-R?

    E.g. If the L-R borders measure 3 mm and 5 mm respectively (38/62), then perfect border width would be 4 mm. If the bottom border is 2 mm, it would assume the non-existent top border is 6 mm, or 25/75 T-B centering.
