Keyword spammer on eBay?

Is this what a keyword spammer does?

Its for a raw coin. It says "Napolean, not PCGS". Why would they put this on the title if its not PCGS?

That is one of my pet peeves.
I need to find out how to report these clowns? I looked at one the other night that said PCGS Certified in the title. Turns out to be raw and then he goes on to quote the PCGS price guide!
I wrote him to ask and if you can believe this, he said he just copied the description and the pics from another auction! He then asks me what is PCGS!!!

That is not the point Invincible. You sure don't understand how the "search" function works. Search function works by tracking down the keyword that you specified. So titles like "Genuine PCGS MSxxx", "NOT PCGS", "RUINED PCGS HOLDERS", etc will all show up.
There is nothing you can do about this kind of spamming because the title is indeed true. NOT PCGS - what can you do about it? You can't really call it fraud because it's not and you can't call it spamming either because he's NOT spamming! The worst you can call it is falsified attention grabber but that will make things way too complicated...

Example not allowed:

Many sellers do it - but it is against eBay policy as I understand it.

Think about it like this, if we as a culture could just solve the issue of keyword spam all of those other things you mention would take care of themselves.
