Vintage Qualifiers, Sell As is or Regrade?

I recently sent in (2) 1958 Topps #418 M. Mantle/H. Aaron World Series Batting Foes cards. Amazingly, both were graded PSA 8PD. I know the PD is for print defect. My question is if I would be better re-submitting these and designating No Qualifiers or should I try and sell as is (realizing that if I try and sell that I won't get near SMR for an 8) I know you guys are probably going to want to see scans to help determine an accurate response but I don't have them at this moment. I can tell you that both cards are almost identical in condition. Both have near perfect centering, 4 sharp corners, and no staining on borders or back of card, however, the crappy part is that, while the picture of Mantle/Aaron is good, in the background behing them there is lots of very tiny print imperfections that kind of look like confetti falling from the sky or snow in the back ground. One looking at these two cards from a few feet would think they were solid 8's or better but upon inspection you can tell the print imperfections in the background of the picture. Can anyone tell me if re-submitting is worth the cost?, does a No Qualifier designation PD usually nock the grade down 1 or 2 grades or more? What might I get for these 2 if I tried selling them as is (8PD)? Thanks, Matt

PD (Print Defect):
Cards with significant printing defects will be designated "PD."
NM 7: Near Mint.
A PSA NM 7 is a card with just a slight surface wear visible upon close inspection. There may be slight fraying on some corners. Picture focus may be slightly out-of-register. A minor printing blemish is acceptable. Slight wax staining is acceptable on the back of the card only. Most of the original gloss is retained. Centering must be approximately 70/30 to 75/25 or better on the front and 90/10 or better on the back.
EX-MT 6: Excellent-Mint.
A PSA EX-MT 6 card may have visible surface wear or a printing defect which does not detract from its overall appeal. A very light scratch may be detected only upon close inspection.
EX 5: Excellent.
Excellent On PSA EX-5 cards, very minor rounding of the corners is becoming evident. Surface wear or printing defects are more visible. There may be minor chipping on edges. Loss of original gloss will be more apparent. Focus of picture may be slightly out-of-register. Several light scratches may be visible upon close inspection, but do not detract from the appeal of the card. Card may show some off-whiteness of borders. Centering must be 85/15 or better on the front and 90/10 or better on the back.
Based on the foregoing, it is not inconceivable, depending on the amount of "significance" of the snow, that you're NQ request could knock this card down to the 3 - 5 level.
