1979-S Type 2 Proof Sets

Have just purchased a sealed 5 set box of 79-S Proof sets. In the past I have heard that based on the postmark (pre or post a specific date) the chances of type 2 sets increased. Does anyone know what that date was? Thanks for any input. Billimage
