Need some greyside grading assistance (token)

As these are fairly early and somewhat crudely struck, I'm not sure how to grade this one. My gut instinct is F, but depending on how crude the norm is, it could be VF...

It's Charlton NS-3C. 1832/1382 Overdate.

    Nice variety. I would grade it VG/Fine due to the weak legends which are usually sharp.
