Is there any truth to this or is it a selling point?

Here's a quote from the linked auction-
"Please note that all of the cards that I'm running now have been graded by PSA during April & May of 2005. Since PSA is actively making their grading standards tougher these days, according to a number of veteran card buyers and sellers, this means that cards of this rating are likely better in quality than cards of the same rating from the past."
Has PSA actually made their standards "tougher these days", especially in a four/five month period? Or is this just a way to entice a potential buyer?
