"Lacquered at the mint"?

I was browsing NEN's latest offerings at the website that could be more browsing-friendly and came across these listings from British India:

1877-C 1/2 Anna Restrike -- NGC PL 63RD -- Superb full red gem, lacquered at the mint (as was the whole issue.) NGC has graded this piece on the few hairlines on the lacquer, not the coin.

They have two other restrikes of the same denom, different years, each with this comment on lacquer.

Does anyone know further background on this specific series, or other coins from other parts where this was done?

I have an old Russian 5 kopek that appears lacquered, but too well so... wondering if this might be the case with that one? (I think I posted it here before?)
