1866 nickels

Dave I need your advice. I have a 1866 shield, rays nickel that is clean as a babies behind with no luster. Can this grade 64? Are these nickels typically without luster?

    It's really hard to tell without seeing the coin. This is an issue that often comes with a rather lackluster look.
