Printers Marks... does PSA grade down for this?

Hello all. I am a first timer here on the forum and have only submitted to PSA once in my life but am preparing to send in a bunch of 1972 Topps Baseball commons that I purchased. I apologize about the "newbie" type questions, but I want to try to learn as much as I can before I plunk down the cash to have these graded so I make the right decision on what exactly I should send in. Many of these cards have the same printers marks on them and I'm wondering if PSA gives a lower grade on these even if most (or possibly all of them for all I know) cards have the same mark. I have up to 30 of a particular card that has a printers smudge (very noticeable) in the exact same spot on each card...if in every other way the card is perfect, should it be a 10, or because of the mark would it come back an 8 or 7? Also, I'm having alot of centering issues and wondered what criteria is used to determine what makes a card a 9OC as opposed to a straight 8? How do you guys measure the centering (are there certain tools to use or is it just the old school ruler)? Any help you can offer a new guy would be greatly appreciated!
