I was just looking at a guy's Morgan Dollar registry set and he had pictures of most of his coins. Many were in NGC holders. Did I miss the news? Can NGC coins now be include in your PCGS set. I knew that the vice versa was possible. Could these have been pictures prior to crack out and submission to PCGS? Am I crazy?

Don't worry, you arn't crazy; as long as the coin was crossed over to PCGS, you could attach an image of anyone's holder. I see no reason why you couldn't.
