Valuing hinged non-U.S. material from Scott?

For each country, Scott usually has a breakpoint, indicated by the following:

"Catalog values for unused stamps in this section, from this point to the end of the section, are for Never Hinged items."

In some cases, that breakpoint comes quite early in the 20th century. Case in point: France, where it comes in 1934. There are still some fairly large-ticket stamps after that point. Is there a standard convention for valuing mint hinged material that falls after that point?
