Pop. Report Question. 1979 and 1958 ??

Was just checking the 1979 Topps set on the PSA population report on-line and found there are plently of cards with none or only one PSA 9 yet graded, the set must be quite unpopular, and / or quite tough.
The rookie card of the great Bump Wills, # 369 is known to have two variations, one shows his team as the Rangers, the other as the Blue Jays, I do not think there is a version which shows no team at all.
His Jays show 10 submitted with one 9, the Rangers list 6 submitted with two 9s. Also on the Pop. report is "Wills" # 369 with no team indication, and showing 43 submitted and 18 9s. This is not the sum of the Jays and Rangers submitted. What gives ???
My checking also saw a 1958 Hobie Landrith # 24, listed with white letter totals and yellow letter totals and again a plain "Landrith" with totals unequal to the yellow plus white versions.

Tough isn't the word for it - as you know, it is near impossible to find well centered cards from this year. I have slowly been working on this set, just crossed 50%, and it is quite a challenge indeed. I opened a 1979 wax box last week, and could find only 30 cards worthy of submission (all commons), but I actually have a rack box to open as well. The market for the cards is terrible, I know I am losing money on this endeavor, but I have a fond attachment to this set, and it will be fun to complete it.
As for the Wills error, I can only guess that the totals list the cards with the team noted on the flip, while the "no team" card total is for the cards graded, but no team is specified on the flip (should be Rangers mostly, I'd guess - as those are the "correct" ones). As a kid, opening pack after pack of 1979's, all I remember getting were Blue Jays Wills, until one day late in the summer, when I opened a pack and finally pulled a corrected Rangers version (I'm sure Topps didn't correct this until then). And, every other pack seemed to include a Reggie Jackson #700 - not a fun card to pull for a young Red Sox fan like myself.
