I have one of those also, with what I assume is the original box.

Mine is edge engraved: JESSIE JAGO. PLYMOUTH. STAGE 2B 1864

So this is probably a 1856 medal that was given out over a several year period to these named prize winners and the stage and date they were won.

I have seen several on eBay in the past with different names, cities and dates. I agree with you, the Department of Art and Science must have had a number of medals made and awarded them over the years.
