Anybody Noticed Bulk Submission Bagmarks???

I scan TT for many modern coins.
It seems that many many of the bulk submission numbered coins have bagmarks on the high spots of the cheeks, yet still get high grades (PF or MS68).
These coins need to be submitted in rolls only. Is PCGS overlooking this in the grading process as it damage due to the submission process???
Seems like this is ruining a lot of nice high end coins.
Maybe it's just me, but this seems to be pervasive.
