What does Set Registry Special mean? Do you have to have a registered set in order to submit under this special?

Nope you don't need to have a registered set to submit(The card doesn't even have to be in the psa registry). They just separate the two specials and I think its a way to promote folks to join the set registry to collect their favorite sets/players.
