Will PCGS award a higher grade than 65 on a 1909s Lincoln?

Hi, David. I want to buy a 1909s NGC ms66 brown Lincoln with the intention of crossing it to a PCGS slab. In reviewing the pop report, I wondered if PCGS will go 66 on a brown, or rather in this case, a blue coin. The price is right for a 66 grade, too high for a 65. I wonder if the grading standards of PCGS preclude a grade higher than 65 for a brown Lincoln, possibly due to the determination that such color would inherently and negatively influence a major factor, such as luster, and thus limit the grade no matter the surface condition or strike quality? Thanks.

I can imagine a MS67BN or even a MS68BN Lincoln...but it would have to be the right coin.
