What's the best way to handle this ebay situation?

About two months ago I sold a nice lot of late 60's Football. There was a winner and I sent out an invoice. After about 2 weeks I headn't heard from the guy, so I send a second invoice. He replies he got layed off and money's tight, could he back out & just pay my listing fee? I said sure, I understand. My fee was something like 2 bucks. Anyhow, I offer it to the next highest bidder and he sends out payment right away. Never got a check from the unemployed guy, but I sold the lot so no big deal.

Today I was looking at feedback I owed, and notice I hadn't left any for the layed-off guy. As a lark I click on his feedback and he's back buying stuff, like $50-100 stuff, sports cards and memorabilia. So obviously, he either got called back to work or had buyer's remorse.

I don't like that this guy B.S.'ed me. What a weaselly way to get out of a commitment. Is it better to:

A. report the situation to ebay.

B. get together another lot of the same year, condition, and number of cards and invoice him again (thru ebay) and say, since you got a new job and are out buying cards again, how about sending me the money for this auction?
building raw FB sets, 59-72, 74-77
basketball 69/70-75/76, baseball 1974
ExMt or better, lot of trading material.
